Where can I get keys made for my 1998 Land Rover?

I bought this car at an auction but it didn't come with keys. It has 4 wheel drive. Tires will not rotate. I cannot move it.Where can I get keys made for my 1998 Land Rover?

Any locksmith can make keys to fit most locks without any key to copy from, but some locks it is better to replace the cylinders (the part that turns) for ignition and driver's door.

why would you buy a car without even knowing if it will run? If there are no keys you couldn't do that or test drive. To answer your question though, a lock smith maybe or tow it to a dealership and have a new cylinder installed.
