It should idle over 1200 RPM cold and then down to 750 RPM hot. Maybe you have a bad Engine Coolant Temperature (ECT) sensor that tells the computer how hot or cold your engine coolant is. If the sensor is saying your coolant is hot when you cold start the engine, then the mixture will be too lean causing the rough idle. Of course you first need to have all your standard "tune-up" items checked as well.
